Working trip to Kyzylorda region: B. Sagintayev discusses issues of region’s development with activists and business
Today Bakytzhan Sagintayev held a meeting with the region's activists, akims of the districts and business representatives on the implementation of the President's Addresses and the system of work of the Project Management Department of the region to achieve targeted indicators of socio-economic development in 2018.
At the meeting, the implementation of the tasks set by the Head of State to form a new growth model, for which a project management was introduced in all the most important areas of the economy, was discussed. These are the development of mass entrepreneurship, attraction of investment, industrialization, AIC, productive employment, digitalization, technological modernization and the introduction of elements of the Industry 4.0. Targets have been set for each project.
Akim of Kyzylorda region, Krymbek Kusherbayev, reported on the work carried out within the project management of the region to create the necessary conditions for ensuring high-quality and sustainable growth of the economy in a new global reality, as well as on the main target indicators.
During the meeting, plans were considered to identify and use Kyzylorda region's internal reserves to ensure structural transformation of the economy and a qualitative and balanced economic growth. Minister of National Economy, T. Suleimenov, Minister for Investments and Development, Zh. Kassymbek, Minister of Information and Communications, D. Abayev, made comments on these issues.
Representatives of business also took part in the discussion. Deputy Chairman of the Board of Atameken National Chamber of Entrepreneurs, Y. Zhumagaziyev, spoke about priority directions for involving business in the implementation of project management tasks.
Prime Minister Bakytzhan Sagintayev noted that the development of entrepreneurship is one of the main priorities of the Government. This is the main line of work to create a new model of the country's economic growth. In this regard, the Government takes systematic measures to improve the business climate and stimulate business activity of SMEs.
For reference: For today, the number of licenses and permits has been reduced by more than 3 times. The audit of state control and supervisory functions has been carried out: 25 spheres of control and 3 spheres of supervision will be excluded. More than 17.6 thousand requirements for the verification of SMEs have been reduced, the number of information requirements for businesses to provide various types of reporting and information to government agencies has been reduced by 30%.
The Parliament is considering a bill aimed at creating favorable business conditions and deregulation. Over 30 obsolete sanitary rules will be abolished for health and education organizations. The number of tax inspections will be reduced by 40%.
In order to support the development of domestic business, the Head of State initiated the fourth social initiative "Expansion of microcredit." For these purposes, an additional 20 billion tenge will be allocated (14 billion tenge for lending in rural areas, and 6 billion tenge for lending in cities).
Special attention was paid to the execution of the President's instructions on involving the self-employed and economically inactive population in the development of the economy, as well as training and retraining of specialists due to widespread digitalization and automation. The measures on strengthening the labor potential of the region, increasing the accessibility and quality of higher education, improving the living conditions of students within the framework of the Five Social Initiatives were considered.
Summing up the discussion, Bakytzhan Sagintayev noted that the Government needs to know what is hindering the business development, what are the solutions and what can be helped. Project management, in turn, will enable business and government bodies to be on constant contact and promptly consider issues and proposals for the development of entrepreneurship. In addition, it was noted that it is necessary to analyze the needs of the market for the opening of new industries and business lending.
During the working visit of the Prime Minister Bakytzhan Sagintayev to the Kyzylorda region, a meeting with social workers on the implementation of the President's Five Social Initiatives, visits to a number of industrial and agricultural enterprises implemented within the framework of the State Programs of Industrial Innovative Development, the AIC and diversification of the economy, as well as the familiarization with the development of the space industry, the cosmodrome and the infrastructure of the city of Baikonyr are planned.
In the Aral Sea region, a meeting will be held with the public and the Aral region's activists on the implementation of the Northern Aral Sea projects and the President’s Five Social Initiatives.
